Those who believe, and those who emigrate and strive in the cause of GOD, have deserved GOD's mercy. GOD is Forgiver, Most Merciful.

The Quran presents mercy as the attribute God chose for Himself before anything else. "To whom belongs everything in the heavens and the earth?" Say, "To GOD." He has decreed that mercy is His attribute" (6:12). The same declaration is the greeting the messenger was told to give believers (6:54). The Quran opens with "Most Gracious, Most Merciful" (1:3), and that phrase heads the suras in the Basmalah (55:0). The Quran Talk blog points out that Rahman and Raheem come from the same Arabic root as the word for womb, arḥām. A mother nourishes and protects the child inside her whether or not it knows she is there, and God provides for every creature in the same way. The words are also part of the Quran's mathematical structure: Al-Rahman occurs 57 times (19 x 3) and Al-Raheem 114 times (19 x 6).
The Quran shows God's mercy in many forms. The wind carries "good omens of His mercy" (25:48). The rain that comes "after they had despaired" spreads His mercy (42:28). His blessings are too many to count (16:18). Scripture itself is "A beacon and a mercy for the righteous" (31:3). Nothing can block mercy once He sends it, and nothing but He can send it if He withholds it (35:2). No group owns it: "all grace is in GOD's hand" (57:29, 3:74).
Two kinds of verses work together on this subject. God says "My mercy encompasses all things," and in the same breath, "I will specify it for those who (1) lead a righteous life, (2) give the obligatory charity (Zakat), (3) believe in our revelations" (7:156), and who follow the messenger (7:157). Verse 6:12 likewise places His mercy right beside the Day of Resurrection and "the ones who lose their souls." My reading is that mercy reaches everyone in this life as provision and blessing, while its lasting form is promised to those who turn toward God. The way back is always open: anyone who does wrong "out of ignorance, and repents thereafter and reforms" finds Him "Forgiving, Most Merciful" (6:54). Even those "who exceeded the limits" are told, "never despair of GOD's mercy. For GOD forgives all sins" (39:53). The very next verses tell them to submit "before the retribution overtakes you" (39:54-55). Mercy is unlimited, but a person has to accept it while there is still time.
That is why the Quran treats despair as a failure of faith: "None despairs of his Lord's mercy, except the strayers" (15:56). It also warns against the opposite mistake, taking mercy for granted. Some people call on God sincerely in hardship, then "as soon as He showers them with mercy, some of them revert to idol worship" (30:33). Others celebrate mercy and become despondent at the first trouble (30:36). The right response is to keep hoping, keep thanking Him, and keep imploring Him: "If only you implore GOD for forgiveness, you may attain mercy" (27:46).
The Quran also asks people to pass mercy on. Believers exhort "one another to be kind" (90:17). The Arabic word there, marḥama, comes from the same root as raḥma. The messenger's gentleness was itself "mercy from GOD," and it is what kept people from abandoning him (3:159). Children are to pray for their parents, "My Lord, have mercy on them, for they have raised me from infancy" (17:24). Those who "pardon, forget, and forgive" are reminded that God is "Forgiver, Most Merciful" (64:14). The Quran Talk blog connects this to 28:77, "Be charitable, as GOD has been charitable towards you". It calls it a kind of moral shortchanging to want mercy for our own mistakes while being harsh about other people's. The point that follows is that a person who has been given mercy is expected to give it.

It was a consequence of their violating the covenant that we condemned them, and we caused their hearts to become hardened. Consequently, they took the words out of context, and disregarded some of the commandments given to them. You will continue to witness betrayal from them, excepting a few of them. You shall pardon them, and disregard them. GOD loves those who are benevolent.
